Neil Bramley – Principal Consultant 

Neil has been in the industry for over 30 years, 10 years in structural analysis and fitness for service gained in the nuclear industry followed by a further 22 years in the oil and gas industry. 
 
Neil’s primary focus has been on helping clients maintain the integrity of their assets in the most cost efficient manner. He is a Chartered Engineer and Fellow of the Institute of Mechanical Engineers. 
 
Prior to establishing ASSETT, he managed a large multi-disciplinary team of engineers focussed mainly on maintaining and optimising the integrity and maintenance of client’s assets. The disciplines within this group included fitness for service (including stress and fracture analysis and pipework stress analysis), vibration, materials, corrosion, welding, civils, structures and geotechnics.

Andrew Cole – Principal Engineer

Andrew Cole – Principal Engineer 

Andrew is an experienced Chartered Electrical Engineer (CEng IET) with over 30 years of design, management and consulting experience in E&I projects within the Oil & Gas industry. 
 
Starting with British Gas Research & Development in 1989 continuing through to 2020 with DNV, Andrew has built up a broad range of experience focussed on all areas of Electrical & Instrumentation aspects of operating in hazardous areas. 
 
Andrew has worked on many innovation projects including intelligent ultrasonic pipeline inspection, novel low-cost flow measurement and future billing methodologies. 
 
Andrew has a wealth of experience designing systems within hazardous areas in compliance with ATEX and DSEAR regulations, BS EN 60079 and other relevant standards. 
 
Key areas of experience are as follows: 
 
Approver & Appraiser for Instrumentation Designs in UK Gas Networks 
Development of Electrical & Instrumentation Policies & Procedures for Gas Transmission & Distribution 
Auditor of Design Organisations undertaking new or modification designs to UK Gas Networks 
Regulation Compliance (DSEAR, ATEX, EAWR, COMAH) 
E&I Fault data analysis and reporting 
E&I Failure investigations

Azrul Hilmi – Integrity Management Consultant

Azrul Hilmi – Integrity Management Consultant 

Azrul Hilmi is a UK Chartered Engineer and has been involved in Corrosion & Integrity Management in the Oil and Gas sector for over 20 years. 
 
Azrul started his career as the integrity engineer for Petronas in 1999 where he led a team of integrity personnel to implement integrity management strategies for 3 onshore plants. From 2006 to 2013, Azrul Hilmi moved over to DNV GL in the UK as integrity management consultant. His specialization is assisting clients achieve cost effective solutions to difficult issues relating to material, corrosion & integrity management. 
 
From 2013 onwards, Azrul decided to to be an independent (freelance) consultant based in the UK. Azrul’s combination of strong analytical skills and practical field experience enables him to deliver pragmatic engineering solutions to his clients. He has helped operators to develop Centres of Excellence for Asset Integrity Management Systems. Azrul has consulted in the following countries – UK, Norway, Holland, Germany, France, Sweden, Austria, France, Spain, United Arab Emirates, Oman, Saudi Arabia, Bahrain, Malaysia, Singapore, China, Brunei, Algeria, Sudan, Tunisia, Egypt, Trinidad and USA. He has been trained in advanced communication skills and has extensive experience in dealing with 'soft' people issues that are as vital to the success of asset integrity strategies as the more traditional technical issues. 
 
 
 
 

Victor Dubasaru – Consultant 

Victor is an experienced Chartered Engineer with a demonstrated history of working in the Civil and Geotechnical Engineering and Oil&Gas industries.  
 
He is an ICE Chartered Engineer (CEng MICE) with over 9 years of design, construction and consulting experience in design project management, design of geotechnical structures, failure investigation, slope stability, geohazard assessment, complex Finite Element Analysis, Ground Movement Assessment, Soil-Pipeline Interaction Analysis, Pipeline Integrity Assessment, and technical advice and assurance to Oil & Gas asset owners. 
 
Victor is an ICE Chartered Engineer (CEng MICE) professional with a Master's Degree in Soil Mechanics from Imperial College London. 
 
Victor worked as a civil and geotechnical engineer for Arup UK as part of a multi-disciplinary team on designing deep foundations, basements, retaining 
walls and reclamation cofferdams for high-rise developments in central London. 
 
From 2016 onwards, Victor is working as an independent (freelance) consultant. He has successfully consulted and delivered pragmatic engineering solutions to his clients. Victor has extensive communication and negotiation skills that have helped him develop strong relationships with clients and successfully manage bid submissions and management of projects. Victor has consulted in the following countries: the UK, Denmark, Romania, Albania, Malaysia, Nigeria, India and the USA.
